Overview of the Initiative

Mozilla and Mila have announced a new initiative aimed at creating an open source AI foundation layer. This initiative is supported by the Canadian government and seeks to enable organizations to own and operate advanced AI systems locally, ensuring full control over their technology and data. The initiative is part of a broader effort to promote open source AI and make it more accessible and affordable for businesses and institutions.

Technical and Strategic Objectives

The initiative is designed to address the challenges that organizations face when trying to implement open source AI models. While open source models are widely used, the process of turning them into production-ready systems is complex and often requires significant technical expertise and resources. The goal of the initiative is to simplify this process by providing a ready-to-use AI package that organizations can run privately and keep under their own control.

The initiative includes two main components: an open standard published as interface contracts, and a working reference implementation that any organization can install on its own machines. This approach allows for flexibility and adaptability, as different parts of the AI stack can be swapped out for better alternatives. The reference implementation includes governance and access control features, ensuring that organizations can maintain control over their data and technology.

Collaboration and Partnerships

The initiative is being led by Mila and Mozilla, with Mila responsible for technical delivery and coordination. Mozilla is contributing technical expertise and has provided an initial $5 million investment to kick off the project. Hypertec is also involved, committing an additional $1 million in first-year funding to accelerate initial Canadian deployments of the open source AI foundation layer on Hypertec hardware.

The Canadian government has announced its support for the initiative, emphasizing the importance of open source AI in giving Canadian businesses and institutions greater control over their technology and data. The government sees this as a way to strengthen Canada’s capacity to build and adopt AI on its own terms.

Broader Implications and Future Goals

The initiative is part of a larger effort to make open source AI more accessible and affordable. Mozilla’s State of Open Source AI report found that while 79% of developers adding AI functionality use open models, only 53% of teams ever reach production, stopped by cost, security, integration, and maintenance. This initiative aims to change that by providing a solution that reduces the technical work and expense involved in putting open source AI into practice.

The long-term ambition of the initiative is to create an open source AI ecosystem that fits together as seamlessly as the web, and that anyone, anywhere can build on. Within six months, Mozilla and Mila expect to publish working reference implementations for enterprise, government, and public-interest use cases. The two-year ambition is to have solved this problem outright, so that open source AI can be adopted fully and easily, anywhere, by anyone.
