## Overview of Vulnerabilities in Hitachi Energy REB500

Hitachi Energy REB500 devices are impacted by two vulnerabilities that could be exploited to cause Denial of Service (DoS) attacks. These vulnerabilities are related to the use of the libexpat library in the IEC61850 functionality of the REB500 product. The affected versions are REB500/<=8.3.3.1\. The vulnerabilities are identified as CVE-2024-8176 and CVE-2025-59375, both assigned a CVSS v3.1 score of 6.5, indicating a medium severity level.

## Vulnerability Details

CVE-2024-8176 is a stack overflow vulnerability in the libexpat library. An authenticated malicious user with local access could exploit this by sending a crafted IEC 61850 message. This could result in a denial of service or, in some cases, exploitable memory corruption. The vulnerability is classified under CWE-674, which refers to uncontrolled recursion.

CVE-2025-59375 is related to the allocation of resources without limits or throttling. This vulnerability allows authenticated users to trigger large dynamic memory allocations via a small document submitted for parsing. This is classified under CWE-770 and could also lead to a denial of service.

## Recommended Mitigation and Remediation

Hitachi Energy has recommended that users update their REB500 devices to version 8.3.4.0 or later to address these vulnerabilities. This update is considered a vendor fix and is the primary remediation action advised by the vendor. In addition to the software update, CISA has provided general mitigation strategies to reduce the risk of exploitation.

CISA recommends minimizing network exposure for all control system devices and ensuring they are not accessible from the internet. Control system networks and remote devices should be located behind firewalls and isolated from business networks. When remote access is required, secure methods such as Virtual Private Networks (VPNs) should be used, with the understanding that they may have vulnerabilities and should be updated to the latest version available.

Organizations are also advised to perform proper impact analysis and risk assessment before deploying any defensive measures. CISA encourages the implementation of recommended cybersecurity strategies for the proactive defense of ICS assets.

## Conclusion

The vulnerabilities in Hitachi Energy REB500 highlight the importance of timely software updates and robust network security practices. While the vendor has provided a specific remediation, organizations should also consider broader cybersecurity best practices to protect their systems from potential exploitation. The vulnerabilities are not unique to Hitachi Energy but are part of a broader trend in industrial control systems where open-source software components can introduce security risks.
